Dispatch the OMLMSG to the 'Procedure'. On the other hand this kills
the procedural init sequence.
Send the stateChanged after Opstart. Update the chain from the radio
channel to the BTS to remove the depndency state...
Allow tests to override the free/release handling.
Tests:
1.) Do not respond to "RR Channel Release", "DEACTIVATE SACCH"...
