Subject: Tag/Release Version 0.10.1

This is for Change-Id Icf337a430fb367bbca48a1b02822a2cb3b644e5f
to catch repeated calls to osmo_init_logging() whcih is what osmo-pcu
will perform after some upcoming fixes there.
