GSM_Types: Add support for Osmocom RSL ChannelNr CBCH
Osmocom uses 0xC8 as channel number for CBCH, this is an extension to the 08.58 definitions. Change-Id: I2203f4a9012c154c12ac9d8f9c448a9ed0f49197
