bts: Use f_L1CTL_PARAM to set expected ms power level for dummy MeasReppespin/btshw
If for whatever reason (eg. CPU scheduling saturation) the L1CTL cli (TTCN3) doesn't send Measurement Reports on time, lower osmocombb layers will generate their own dummy Measurement Reports since SACCH must always be filled. Those dummy Measurement Reports are filled from parameters previosuly set using L1CTL_PARAM_REQ (implemented by f_L1CTL_PARAM() in TTCN3). Since that function is never called, we need to call it to set the expected MS power level values in order to send expected values in case we don't send the Measurement Report through L1CTL on time.
